All of a sudden, Lu Li stopped his movements. After a quick glance to Xu Fangfei's pretty face, he quickly got up.
Xu Fangfei waited for a moment but was violated she had expected. By the time she opened her eyes, Lu Li had already stood up and was tidying his clothes.
"You really thought I would rape you?"
Lu Li looked at Xu Fangfei with derision and said, "You are not good enough for me. I am no honorable man but I have not sunken to this level yet."
"Your Xu Family wanted to kill me so I killed them. It's only fair. If I don't have my power or luck, I would have been killed by your Family now. So don't blame the heaven. When you are powerful enough, I welcome you to find me and get your revenge."
"I think you know now that some things are scarier than death. You'd better get out of the God-down City and be with your Family. I am no fan of killing women. But if you antagonize me, I will hang the naked you at the city gate so everyone in the city can appreciate your beautiful body."
"Bastard, Lu Li, you will succumb to an ugly death."
Lu Li walked out in strides after he finished his words. Xu Fangfei swore at him, then hugged herself in a corner of the bed, feeling both afraid and anger. Recalling what Lu Li said just now, a mixed feeling crept up into her mind...

Lu Li found many people outside. Ming Yu was waiting for him with many Family Patriarchs.
A lot of them felt surprised to see Lu Li walk out from the room. Did Lu Li not "do unspeakable things" to Xu Fangfei? Or was he a quick drawer? How come he finished it so quickly? It would take some time to simple take off clothes and put them back on...
Lu Li saw many people's expressions were very strange. He glared at them and said, "What are you looking at? Do you think I will do something that vulgar? What are you thinking?"
They at once apologized. Liu Yi and Patriarch Nine found it amusing. Lu Li walked toward the main hall of the Xu Family with the others following him.
Taking a seat at the center position, Lu Li looked to a white-haired old man at the Soul Pond Realm at the fore front and asked, "What is your name? Do you have information about the Families in the city? And information about all the affiliated forces to the God-down Island?"
"Greetings, Island Owner. I am Pei Ann. I am the Family Patriarch of the Pei Family, a Third-rank Family."
The old man bowed and continued, "I have been living at the God-down City for more than 100 years. I know everything about the city, nearby islands and all the affiliated forces. If you need it, I will ask someone to collect all the materials for you."
"Okay, please do."
Lu Li nodded. Pei Ann winked at a Patriarch who left quickly to attend to the matter.
Lu Li glanced over to the warriors there and asked, "Are you really willing to submit to the authority of me? If you are not convinced by my abilities, you can go. I will not force you to leave."
The warriors all bowed and shouted, "We are all here to pledge allegiance to you. We will follow your leadership."
Lu Li nodded, not surprised at all. These Families had been living at the God-down Island all along. They had many assets in the city and generations after generations had called this place home. They didn't care who their Island Owner was. They were merely working for a different person.
Files after files were brought by the Patriarch of the Pei Family. Lu Li browsed through the documents. Before finishing reading, a warrior of the Spirit Sea Realm of the Liu Family walked in to report, "Island Owner, all the Island Owners of second and third-rank Islands are here...including the Black Fox Island, the Devil Island, Bird Island, and the Yangs Island. They are waiting outside f
or you to summon them."
Lu Li nodded but didn't call them in at once. He continued to read. Almost all the Families of the God-down City were here. There were only two Families that had strong relationships with the Xu Family. They had connections built through marriages of generations. The two Families had left with the Xu Family during the previous night. The Sun-down Island should be evacuated as well.
"Let them in!"
Lu Li looked at Patriarch Nine who walked out, holding his head high in pride. Soon, a bunch of Soul Pond Realm warriors were brought in.
"Plop~"
Dozens men dropped down to their knees and bowed to Lu Li in fear, "Greetings, Island Owner Lu."
The Back Fox Island, Devil Island and Killers Island once helped out Xu Chou and almost killed Lu Li. Currently, Lu Li had become the Island Owner of the God-down Island and their master. The Island Owners of the three island were terrified.
"Rise."
Lu Li looked at the crowd and said after some thoughts, "I am in want of warriors. All the Third-rank Families, I want each of you to provide 50 warriors of the Spirit Sea Realm from your External Clan, and Second-rank Families, give me 10. They will form the Blood Evil Army. Do you have any disagreements?"
To get warriors from the External Clan was not that serious as they were not the core warriors of the Families. To mobilize this army would be the same as using his own warriors. The Families wouldn't sweat over it too much also because Lu Li wanted only Spirit Sea Realm warriors. If it were Soul Pond Realm warriors, the Families would be infuriated.

Even though the Family Patriarchs and Island Owners all frowned, Pei Ann made a statement, "The Pei Family will support you in any way you need, Island Owner. We have no disagreement."
The Island Owner of the Killers Island said, "We are okay. We support you."
The Island Owners of the Devils Island and the Black Fox Island also made their attitudes clear after just a short while of hesitation. They were afraid that if they took too much time, Lu Li would have resorted to violence.
The other Families and forces also said they were okay now that the big ones had aired their views. Lu Li might be waiting to make an example from one of the Families to establish his authority.
Liu Yi and Patriarch Nine were overjoyed. There were more than 20 or even 30 Families and forces here. Lu Li had got them nearly seven or eight hundred warriors of the Spirit Sea Realm. There were some External Clan warriors of the Xu Family that didn't take off. The Liu Family could control more than 1000 Spirit Sea Realm warriors now.
After these warriors all swore they loyalty, Lu Li could invest in some resources to develop dozens of warriors of the Soul Pond Realm. These warriors were all working for Lu Li, and the Liu Family as well. Lu Li was still a Guest Warrior of the Liu Family and he barely minded any internal matters. At the end of the day, the power over major issues was still controlled by the Liu Family.

Lu Li looked at him and said, "I will name you the Vice Island Owner and you will assist me in handling all the matters in the city. Are you willing to accept it?"
Pei Ann was taken by surprise. Then he knelt down in joy and said, "Thank you very much, Island Owner for your gracious offer. I will give it all till my heart ceases beating."

Lu Li waved his hand and said, "Liu Yi, Patriarch Nine, consult to Pei Ann for the matters in the city and make the transfer smooth. Liu Yi, you will be in charge of the new Blood Evil Army. You can make your own decisions accordingly. If there is anyone not listening to your orders, Hunchback Tian, kill them!"

Liu Yi and Patriarch Nine accepted the order. Patriarch Nine was so delighted. Lu Li giving the Blood Evil Army to Liu Yi meant that the Liu Family was the most important one and the most powerful one next only to Lu Li. He wouldn't oversee everything so the actual master of the God-down Island was the Liu Family.
Liu Yi, on the other hand, didn't feel too thrilled. Instead, she felt something was off. It seemed like Lu Li was making preparations for the future for the Liu Family based on his actions. Would he leave soon?
Liu Yi's concerns were getting stronger and more intense as she remembered the mysterious powerful warrior that suddenly came to Lu Li, the deal Lu Li made with Madam Yan that have him the God-down Island easily.
Lu Li waved to let everyone leave. Liu Yi stayed behind. She looked at Lu Li with a sad face and asked, "Lu Li, are you leaving soon?"
Lu Li looked at her and said nothing for a while. The he nodded and answered without holding back any information from her, "In three months at most, I will leave the Thousand-island Lake."
Liu Yi sighed, feeling overshadowed by the fact and said, "Are you going to look for your sister? Are you...going to come back again?"
"Maybe I will!"
Lu Li comforted her, "Relax, Liu Yi. I will settle everything down. The Liu Family can develop just as fast without me."
Liu Yi said nothing else, feeling disappointed and unhappy. Lu Li looked to the southeast. The astonishing face of Lu Ling appeared on his mind. He said to himself, "Sister, are you doing okay at the Cyan Plains?"
