Whew! Quite the hectic week for me trying to keep up with my routine, homework and releases.
I have noticed quite a few confusions and questions going on since the last few chapters.
Now regarding Kaguya's fabricated past and the laws system, heres a run down on how things came to be...
If you have seen the anime, movie and probably bit of Boruto anime and mangas,
There wouldn't be a question on this part. However, if people are still confused then here's the info dump.

Princess Kaguya Ōtsutsuki (大筒木カグヤ, Ōtsutsuki Kaguya) is the former matriarch of the Ōtsutsuki clan and mother of Hagoromo and Hamura Ōtsutsuki. Long before the founding of the hidden villages, during an era of endless war, Kaguya consumed the fruit of the God Tree and became the first wielder of chakra on Earth, before later merging with the tree to become the Ten-Tails.

A millennium ago, Kaguya arrived on Earth with a portion of the clan in search for the fruit of the God Tree,[7] which chakra she was supposed to provide to the clan's main family in another world.[8] In the anime, upon her arrival, she was discovered by the people of the Land of Ancestors, who brought her before their emperor, Tenji. Identifying herself as the God Tree's guardian, Kaguya used a mysterious power to wipe Tenji's memories of the encounter and subsequently settled among his people, becoming recognised as his concubine. Growing closer with the emperor, she eventually fell pregnant. When the Land of That began to threaten the Land of Ancestors over a border dispute, Tenji attempted to prevent the outbreak of war by declaring that anyone who attacked the larger nation's representatives was to be executed, an order which she broke when she was threatened by them, resulting in her and her assistant Aino becoming hunted by their land to be executed.[9]
Losing all faith in humanity but still longing for peace, Kaguya believed that it was necessary for her to attain god-like powers in order to put an end to all of humanity's conflicts. So, despite her clan waiting to harvest that world of its God Tree,[10] she defied the taboo surrounding the fruit and ate it. In doing so, she awakened the Rinne Sharingan and became the sole person on the planet endowed with chakra. Using her new-found power, Kaguya single-handedly ended the wars,[11] and took control of the nations.[12] For her deed of stopping the conflict, she received the blessing of the people and was worshipped as the Rabbit Goddess (卯の女神, Usagi no Megami).[7][13] After establishing peace and changing somehow, Kaguya used the Infinite Tsukuyomi on humans to transform them into an army of White Zetsu over the course of many years[6] in order to protect her chakra from being stolen by other clan members. In the anime, not wanting mankind to perish, she freed some victims of the genjutsu and erased their memories.[14]

Now that you have read all this, I am pretty sure people's doubts have been cleared about her being a matriarch.
She's considered to be a matriarch of the clan she founded on earth (elemental nations) and not the matriarch of the main clan. So far there has been no info on the main clan even in Boruto, So The Ōtsutsuki clan in truth was never fully developed by our favorite Masashi Kishimoto - Sensei.
Hence I have made my own version of her backstory.
Next, Regarding the laws concepts. I don't plan to make this a cultivation novel, since that would never fit with a japanese anime, hence law concepts since it is kinda like the elemental and yin-yang concepts we have in this anime. So in a nutshell the law concepts are an overpowered version of jutsus, that is all.
AS for why I introduced this earlier, is because it is about time the main character in my novel gets his development.
Now back to the battle arc that is taking place right now, I wanted this novel to be long so you guys could have your daily dose of action. But, if you really don't like me dragging on soo much then I've got a poll in the comments section. Please understand that this is not how I want to go about writing the story but I have noticed a lot of hate for some reason in the past five-six chapters. It may just be me, but I don't want that to burdened down with that thought at the back of my mind since I've got things to do in the real world. Hence this option.
Here's how it works,
I'm going to wait for the next three- four hours to check up on the comments section, since I am kind of short on time and have other things to do.
There will be two comments from me.
1. Finish Battle in one chapter
2. Go on with the battles for a few chapters as usual.
These are the only two options i will provide you guys since I can't be doing a in the middle option.
I will make a decision based on which of these two comments will get the highest likes.

the reason I have not set up one is because of some kind of form which I don't have information for, ie the foreign tax form and it's laws related to the country I am living in. So that's a trouble from my side, however since I've already been writing this novel for free, I might as well go all out!
