Fabian decided to move quieter and carefully than ever .
The Imperial Palace didn’t lower the Imperial-flag, which meant that the Emperor remained . And he chose to bring Serus and Logan alone without an army . Externally, it was to give the impression that Fabian was staying in the imperial palace .
